Dissertation Title: E-Government and Citizen Adoption of Innovations: Factors                 Underlying Citizen Use of the Internet for State Tax Filing.

MBA, East Carolina University

BS in Business Administration, East Carolina University.  Concentration – Management

AA, Lenoir Community College – Pre-Business Administration

Teaching Background:

Dr. Boone has over 25 years of academic experience primarily teaching management related courses.  He has served on the adjunct faculty at North Carolina Wesleyan College, North Carolina Central University, and Fayetteville State University.

Professional Background:

  • Director of Business Process Reengineering - Florida A&M University. Served as an internal consultant for the university by providing consultation on a variety of organizational process improvement initiatives.
  • Director of Business Process Reengineering – North Carolina Department of Revenue. Served as the business process reengineering lead for a major technology implementation as a part of the Agency’s e-Business Transformation Project.
  • Director, Taxpayer Assistance Division – North Carolina Department of Revenue. Directed statewide taxpayer assistance processes at the agency headquarters and 12 field offices located throughout the state. The division’s major operations included: taxpayer assistance and education programs, problem resolution, and audit and collection support .
  • Director of Planning – North Carolina Department of Revenue. Managed agency-wide strategic planning and technology planning processes. Also served as an internal consultant on a wide variety of strategic initiatives.

Teaching Philosophy

Dr. Boone considers himself a facilitative leader who seeks to provide information, allow exploration of thoughts and ideas, and provide a safe atmosphere for students to practice their newly acquired skills with the goal of maximizing student success.

Research/Academic Interests

Dr. Boone’s research interests are related to technology enabled business transformation. His focus is on leveraging information and communication technologies to transform government operations along with the use of change management processes and business process reengineering.
